Sir,

Foreign Office, February 18, 1915. WITH reference to your letter of the 4th ultimo with regard to the closing of the provinces which still remain open to Indian opium, and to the question of the opium shop licences in the International Concession at Shanghai, I am desired by Secretary Sir E. Grey to inform you that, while he is in entire sympathy with the motives which prompted Dr. Caldecott's letter, he cannot usefully add anything to his letter of the 5th November last to Mr. G. E. Price, M.P., which you have already seen,

and copy of which is enclosed for convenience of reference.*
